The war on drugs is basically  the government working with a mindset that existed in 1914. If one reads The Harrison Narcotic Act https://en.wikipedia.org/wiki/Harrison_Narcotics_Tax_Act  it is easy to understand the genesis of the so called war on drugs was based on racism and bigotry.  This act created the black market for opiate based drugs and Marijuana.  This was during out country's "prohibitionist period".. it was before alcohol prohibition and before women had the right to vote.  At the same time, our courts determined that the mental health issue of addiction was a CRIME.

Since 1914 our government has passed two laws to protect the civil rights of certain subsets of our society. The first was The Civil Rights Act of 1964 and the second was The Americans with Disability Act 1990.

In 1970 Congress passed The Controlled Substance Act that created the Bureau of Dangerous Drugs (BNDD) which a few years later became the DEA. So now we have a new law to deal with the black market that we created some 50+ yrs earlier. Here we are 45 yrs later, spending 51 billion a year to fund this war and having expended greater than ONE TRILLION fighting this war since 1970.

No matter what your political beliefs are.. it would appear that shortly after this administration came to power the war on drugs has turned into a war on pts. The enforcement of those two anti discrimination laws have been very selectively applied and the enforcement has been mostly ignored.  Like most bullies, those within the DEA are targeting the most meek and weakest in our society.  Just like the bullies in school who stole the lunch money and/or kicked the ass of certain ones in the your class.
